About Kaiser Permanente International

Kaiser Permanente International is a nonprofit, self-supporting educational subsidiary of Kaiser Permanente—recognized as one of the leading health care providers and not-for-profit health plans in the United States. We offer a forum for sharing the knowledge and experience of Kaiser Permanente with governments, health plans, health care providers, and other organizations from around the world that are striving to improve their health care systems. An extensive network of professionals serve as the faculty for our educational programs. These individuals represent a full range of health care expertise—from health care delivery to innovation and information technology.

Our programs may take place in the San Francisco Bay Area, Southern California, or Washington, D.C. We offer programs that are open to participants from all over the world as well as customized study tours for groups of about 20 from a specific country or company.

Raymond J. Baxter, PhD

President, Kaiser Permanente International

Raymond J. Baxter, PhD, serves as president of Kaiser Permanente International and is Kaiser Permanente's senior vice president for Community Benefit, Research, and Health Policy. As a member of Kaiser's National Leadership Team, Ray leads the organization’s activities to fulfill its social mission, including care and coverage for low-income people, community health initiatives, health equity, environmental stewardship, and support for community-based organizations. He also leads Kaiser Permanente's work in research, health policy, and diversity.

Ray has more than 30 years of experience managing public health, hospital, long-term care, and mental health programs, including heading the San Francisco Department of Public Health and the New York City Health and Hospitals Corporation. Ray also led The Lewin Group, a noted health policy firm. Ray holds a doctorate from the Woodrow Wilson School of Public and International Affairs, Princeton University. He serves on the Board of Directors of Grantmakers in Health, the Advisory Board of the UC Berkeley School of Public Health, the Technical Board of the Milbank Memorial Fund, the Global Agenda Council on Health of the World Economic Forum, and the Board of Archimedes, Inc.

In 2001, the University of California, Berkeley, School of Public Health honored Ray as a Public Health Hero for his service in the AIDS epidemic in San Francisco. In September 2006 Ray received the Centers for Disease Control Foundation Hero Award for addressing the health consequences of Hurricane Katrina in the Gulf Coast, and for his longstanding commitment to improving the health of communities.

Molly Porter

Director

Based in Oakland, California, Molly Porter is the director of Kaiser Permanente International. In this capacity, she develops educational programs and makes presentations about Kaiser Permanente for international health care leaders—both in the U.S. and in other countries. She has represented Kaiser Permanente to audiences in Brazil, Canada, Denmark, Germany, the Netherlands, the United Kingdom, and Spain.

Molly has worked for Kaiser Permanente for 22 years, holding positions at the national, regional, and local level. Previously she spent three years as the communications manager in East Bay Public Affairs, serving both our Oakland and Richmond medical centers. Earlier in her career, she worked as a communications consultant for Kaiser Permanente Information Technology and as a manager in Northern California and Program Offices Corporate Communications.

Between two of her Kaiser Permanente positions, Molly took a nine-year break to run her own health care communications consulting business. Among her many clients were the U.S. Agency for International Development, PricewaterhouseCoopers, McKesson Health Systems, Blue Shield of California, and Kaiser Permanente.

Molly earned her BA in Romance languages and literature from Antioch University and studied in Paris, France, and Cuernavaca, Mexico. In the course of her career at Kaiser Permanente, she has attended the Harvard Business School’s Executive Leadership Program, Saint Mary’s College Middle Management Program, and the University of California, Berkeley’s Global Health Leadership Forum.

Joy Lewis, LCSW, MPH

Based in Washington, DC, Joy Lewis is the manager of Kaiser Permanente International. In this capacity, she develops educational programs and makes presentations about Kaiser Permanente for international and national health care leaders.

Joy began her career with Kaiser Permanente's Southern California Region in 2000 and has held positions at the medical center and regional levels in that region. She previously spent three years as Southern California's Regional Director for the California Children’s Services Program, where she participated in the design of a new program model and went on to oversee its daily operations.

During her tenure in Southern California, Joy attended Kaiser Permanente's Middle Management Program, which targets emerging leaders in the organization. Joy launched her career in health care 15 years ago as a medical social worker with the Los Angeles County Department of Health Services. She brings to Kaiser Permanente International her ability to thrive in professional environments that demand creativity, innovation, and collaboration.

Joy holds dual masters degrees in Social Work (MSW from Howard University) and Public Health (MPH from UCLA). She received her bachelor of arts degree in Psychology and Sociology from Wesleyan University.

Christine Aguilar

Program Coordinator

Based in Oakland, California, Christine Aguilar serves as Kaiser Permanente International's program coordinator and executive assistant to Molly Porter and Joy Lewis. She provides logistical and administrative support for Kaiser Permanente International's educational programs as well as website maintenance and communications assistance.

Prior to joining Kaiser Permanente International, Christine worked in the president's office of a major bank, where she helped coordinate employee recognition events at the national level. She also spent five years assisting nonprofit organizations with development, marketing, and communications activities.

Christine holds a bachelor's degree in Comparative Literature from the University of California, Berkeley. Earlier in her career, she received a Fulbright Travel Grant and an award from the German government to provide English instruction to students in Bonn, Germany for an academic year.
