In 1995, Dr. Matsuoka responded to his patients who were having trouble obtaining good quality hearing aids, by developing a business plan for a Hearing Aid Center at Hayward. His goal was to provide members with better service and a higher level of care that they were receiving from providers in the community.
A two-year pilot project demonstrated that the Hearing Aid center not only could meet its service and quality goals, but also could be a profitable venture. Hearing Aid Centers based on this model are now operational in Sacramento, Santa Clara, Santa Rosa and Vallejo, and Oakland.
