Thomas W. Chapman, MPH, EdD has served on the boards of Kaiser Foundation Hospitals and Kaiser Foundation Health Plan, Inc. since March 1994. He is chair of the Executive Committee, a member of the Audit and Compliance Committee and Finance Committee, and serves on the Executive Advisory Board of Kaiser Foundation Health Plan of the Mid-Atlantic States, Inc. Chapman is president and chief executive officer of the HSC Foundation in Washington, D.C. The foundation is a parent corporation that oversees management of two subsidiaries that directly serve individuals with special health care needs, families and communities in the Washington D.C. metropolitan area. Prior to this position, he served as chief executive officer of the George Washington University Hospital and as senior associate vice president for network development and professor of Health Services Management and Policy of the George Washington University Medical Center in Washington, D.C. He is the author of Management Learning Experiences of CEOs.

Chapman previously served as president of the Greater Southeast Healthcare System in Washington, D.C., the Greater Southeast Community Hospital, Inc., and Provident Hospital, Inc. in Baltimore, as associate executive director, Group Health Association, Washington, D.C., and as a senior consultant in healthcare to Arthur D. Little, Inc. He serves on the boards of Clarian Health Partners, Inc. of Indiana (vice chair), the Consumer Health Foundation and Goodwill of Greater Washington, D.C. Chapman also serves as an advisor and consultant to the Robert Wood Johnson Foundation, the Ministry of Health and Queen Elizabeth Hospital in Barbados, West Indies, and the Pan American Health Organization.

Chapman received his bachelor of arts degree in sociology from St. Anselm’s College, a master of public health degree from Yale University, and a doctorate of education from the George Washington University Executive Leadership Program, School of Education and Human Development.
