Kaiser Foundation Health Plan and Hospitals Names Sandra P. Thompkins New Board Member
Executive Director of Human Resources for Delphi Packard Electric Systems joins Oakland-based nonprofit
OAKLAND, Calif. – Sandra P. Thompkins, executive director of Human Resources for Delphi Packard Electric Systems, has been named to the board of directors of the nonprofit Kaiser Foundation Health Plan, Inc., and Kaiser Foundation Hospitals.

Thompkins, a native of Indianapolis, holds a law degree from Thomas M. Cooley Law School. Prior to attending law school, Thompkins managed human resources at several divisions of AT & T for 15 years.

Thompkins began her career with General Motors in 1985, when Delphi was a division of GM. Her tenure with the company included stints as a manufacturing supervisor, and several human resources assignments with Delphi Packard Electric Systems in Warren, Ohio, and Juarez, Mexico, where she was responsible for the division’s Mexico West maquiladora operations related to salaried and labor-relations issues. Thompkins also served as an arbitrator as part of GM’s corporate labor relations staff and as a supervisor in labor relations at the company’s Powertrain plant in Ypsilianti, Mich.
Thompkins served as director of human resources of General Motors China in both Beijing and Shanghai, in 1996 and 1997, respectively. While living in China, she developed hiring policies, compensation guidelines and negotiated labor issues with the Chinese government. Thompkins also served as chairperson of the board of directors for Shanghai Delphi Automotive Door Latch & Security Systems, a joint-venture project in Shanghai.
In January 1999, Thompkins was named general director of human resources at Delphi Safety & Interior Systems. In July 2002, she assumed the role of executive director, Global Compensation, Leadership Development & OED for Delphi Corporate, a position she held until her current assignment in August of 2004.
Delphi is a world leader in mobile electronics and transportation components and systems technology. The multinational corporation conducts it business operations through various subsidiaries and is headquartered in Troy, Mich., Paris, Tokyo, and Sao Paolo, Brazil.
Thompkins has served on numerous board positions in each of her cities of residence; these include stints with the International Visitors Council; National Black MBA; Big Brothers, Big Sisters, and the Indianapolis Symphony Orchestra Guild board of directors.
In addition to her law degree, Thompkins holds a bachelor’s degree in Spanish from Indiana University.
